ADVANCING TRUSTWORTHY AI

One of the key purposes of the National AI Initiative is to ensure that the United States leads the world in the development and use of trustworthy AI systems in the public and private sectors. The United States has long been a champion and defender of the core values of freedom; guarantees of human rights; the rule of law; stability in our institutions; rights to privacy, civil rights, and civil liberties; respect for intellectual property; and opportunities to all to pursue their dreams. To be trustworthy, AI technologies must appropriately reflect characteristics such as accuracy, explainability and interpretability, privacy, reliability, robustness, safety, and security or resilience to attacks – and ensure that bias is mitigated. Factors such as fairness and transparency should be considered, particularly during deployment or use.

EDUCATION AND TRAINING

The U.S. worker is a vital national asset. Advances in technology are changing the nature of work, which is presenting both opportunities and challenges for the worker. Rapid progress in the development of AI technologies has many potential benefits, including the creation of new industries and occupations, increased opportunities for innovation, and increased productivity. AI is helping to automate routine and repetitive tasks, giving workers opportunities to focus on more creative work and enabling them to accomplish tasks more safely, effectively, and efficiently. At the same time, tasks in many occupations are changing because of AI. AI and automation technologies have caused concerns about the possibility of lost jobs, or the mismatch between available occupations and the skills of the workforce.

Advances in AI continue to be dependent on broad access to high quality data, models, and computational infrastructure. The Federal Government has significant data and computing resources that are of vital benefit to the Nation’s AI research and development efforts. Increased access to data and computing resources will broaden the community of experts, researchers, and industries participating at the cutting edge of AI R&D. Increased access will strengthen the competitiveness of experts across the country, support more equitable growth of the field, expand AI expertise, and enable AI application to a broader range of fields. APPLICATIONS

A primary goal of the National AI Initiative is for the United States to lead the world in the development and use of AI in the public and private sectors. Federal agencies are contributing significantly to the research, development, demonstration, and use of AI in a wide range of applications across society. These efforts are leading to breakthroughs in improved healthcare, safer and more efficient transportation, personalized education, significant scientific discoveries, improved manufacturing, increased agricultural crop yields, better weather forecasting, and much more. Today’s AI advancements are in large part due to decades of long-term Federal investments in fundamental and translational AI R&D, which have led to new theories and approaches for AI systems, as well as applied research that is allowing the translation of AI into practical applications.

In particular, the United States supports international AI collaborations and partnerships that are grounded in evidence-based approaches, analytical research, and multi-stakeholder engagements that bring diverse perspectives together. The United States has long been a champion and defender of the core values of freedom, guarantees of human rights, individual dignity, the rule of law, rights to privacy, respect for intellectual property, and opportunities for all to pursue their dreams. The AI technologies the Nation develops and uses must reflect these fundamental values and be devoted to helping people. The United States values collaborations with global allies to achieve these goals.
